The Black Soulstone was essentially a nuke that could wipe humanity really quick, which he almost did - the D4 devs confirmed that ~90% of the population was dead. Having the stone without all the 7 Evils inside it wasn't worth much for the final outcome of the Eternal Conflict. That's why he appeared when he did - the Great Evils are contained and the Black Soulstone is back on Sanctuary ripe for the taking. He did pay attention to what was going on. TL DR You wipe out all demonic essence, you end the Eternal Conflict. Of course he was going to think he couldn't be beaten/stopped, that's how it works. Only one imbued with Death itself can harm Death. Physical weapons may have been able to harm the Prime Evil, but as we saw with the opening cutscene in RoS, they can't harm Death. Malthael was doing what he thought he HAD to do. And since humans were made out of both angelic & demonic blood (giving them free will), that demonic side could be used to resurrect Diablo (again). The only logical way to end the Eternal Conflict is to wipe out ALL demonic essence. Yes, all seven evils had been trapped in the Black Soulstone as a result of Diablo's defeat in the Heavens, but like Tyrael says, the corruption is still there. He knew that if any was left, the Eternal Conflict would ultimately go on. I personally think that Malthael knew what he was doing by trying to wipe out all demonic essence.
